WORLD YOUTH UNDER-16 CHESS OLYMPIAD

TECHNICAL REGULATIONS

• 1. ORGANISERS

The Turkish Chess Federation under auspices of the FIDE.

• 2. PARTICIPANTS
• i. Participation in the World Youth Under-16 Chess Olympiad is open to all affiliated chess federations.
• ii. Entitled tm participate are players who shall not have reached the age of 16, by January 1st 2008, (Date of Birth 1992 and after).

• 3. SYSTEM AND RATE OF PLAY
• i. Olympiad will be played in 10 rounds of the Swiss system in accordance the FIDE Laws of Chess.
• ii. Each match between teams shall be played over four boards.
• iii. Each team shall comprise 4 to 5 players who shall be listed in a fixed board order (1-5) by the team captain at the beginning of the tournament. This board order may not be changed during the tournament. The penalty for each deviation from the correct sequence in any round is one game point. Example: 1-5-4-2, two points shall be forfeited in the match. The use of any player who does not appear in the overall list shall cause that round to be forfeited 4-0.
• iv. The rate of play will be 90 minutes with an addition of 30 seconds per move starting from move one.

• 4. RANKING AND TIE BREAK SYSTEM
• i. Each team`s place in the order of classification shall be decided by the number of game points it has scored.
• ii. If any teams finish with equal game points, the tie-breaking procedures, in sequence proceeding from (a) to (b) to (c) to (d) to the extend required are:
• a) by the sum of the game scores of all the team`s opponents;
• b) by the score of match points achieved;
• c) by the sum of the game scores of all the opponents defeated plus one half of the game scores of all the opponents with which a tied result was achieved;
• d) by the sum of the game scores of all the team`s opponents, excluding the opponent who scored the highest number of game points and the opponent who scored the lowest number of game points.

• 5. PRIZES
• i. Every member of the winning team (players, reserve and captain) shall receive a gold medal. Similarly, the team finishing second shall receive silver medals and the team in third place, bronze.
• ii. Individual prizes - Players assigned to the same board number in their respective team lists shall be in competition with each other for an individual board prize. For the purpose of this award, respectively, the player`s percentage score from their games, number of games and elo performances shall be compared. Only the following shall be eligible for board prizes: players number 1-4 who take part in at least 60% of the rounds; players numbered 5 who take part in at least 50%.
• 6. APPEALS AND APPEALS COMMITTEE
• i. Protests against decisions of the Chief Arbiter must be submitted in written form to the Chairman of the appeals committee within 15 minutes after completion of the playing session. The protest must be accompanied with the sum of 100 € as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to FIDE.

• 7. SCHEDULE

World Youth Under-16 Olympiad 2008 will be held from 16 August (day of arrival) until 25 August (day of departure) 2008 in Mersin (Turkey). The Chief Arbiter after consultations with FIDE and the Organizers may make changes on the tournament schedule. Such a change will be announced in due time.

• 8. ADDITIONAL REGULATIONS
• i. Article 10.2 of the Laws of Chess is not valid.
• ii. Analyzing is not allowed in the playing hall.
• iii. Players who have finished their games shall be considered to be spectators and are not allowed to stay in the playing area.
• iv. It is strictly forbidden to bring a mobile phone, not authorized by the chief arbiter, into the playing hall. If a player's mobile phone rings in the playing venue during play, that player shall lose the game according the Laws of Chess.
• v. Flashes may be used only in the first ten minutes of the games.
• vi. As long as his/her game is in progress a player may talk only to an arbiter or with his opponent as permitted by the Laws of Chess.
• vii. We assume that all the players have read the Tournament Regulations and are obliged to obey them.
• viii. Only the players, team captains and arbiters shall be allowed in the actual playing area, except with the express permission of the chief arbiter.

TEKNİK YÖNERGE

• 1. ORGANİZATÖRLER

Yarışmanın düzenleyicisi, FIDE'nin onayı ile TSF'dir.

• 2. KATILIM
• i. Dünya 16 yaşaltı Satranç Olimpiyatı tüm FIDE üyesi federasyonların katılımına açıktır.
• ii. Katılımcılar, 1 Ocak 2008 tarihinde 16 yaşına ulaşmamış olmalıdırlar (Doğum yılı 1992 ve sonrası).

• 3. SİSTEM ve OYUN SÜRESİ
• i. Olimpiyat, isviçre sistemiyle 10 tur olarak FIDE Satranç Kuralları'na göre oynanacaktır.
• ii. Takımlar arasındaki her maç 4 masa üzerinden gerçekleştirilir.
• iii. Turnuvadan başlamadan takım kaptanları 4 veya 5 kişilik takım listelerini vereceklerdir.Turnuva boyunca bu listedeki takım sıralaması değişemeyecektir. Masa sıralamasındaki her yanlış kaymanın cezası 1 masa puanı olacaktır.Örnek: 1-5-4-2,Takımın 2 puanı silinecektir. Listede bulunmayan bir oyuncunun oynatılması halinde tur sonucu hükmen 4-0 olarak değerlendirilir.
• iv. Oyun süresi 90 dakikadır, ilk hamleden başlayarak hamle başına 30 sn. ek süre verilir.

• 4. DERECELENDİRME ve EŞİTLİK BOZMA
• i. Takımlar almış oldukları masa puanlarının toplamına göre sıralanırlar.
• ii. Turnuvayı eşit masa puanıyla bitiren takımlar olması durumunda, aşağıdaki eşitlik bozma yöntemleri sırasıyla uygulanır:
• a) Turnuvada oynadıkları rakiplerinin masa puanları toplamları;
• b) Maç puanlarının toplamı;
• c) Kazandıkları rakiplerinin masa puanlarının toplamı ile berabere kaldıklarının masa puanlarının yarısının toplanması;
• d) Turnuvada oynadıkları rakiplerinin masa puanları toplamları; en yüksek ve en düşük masa puanı olan birer rakipleri çıkartılarak.

• 5. ÖDÜLLER
• i. Turnuvayı kazanan takımın tüm üyeleri (oyuncular, yedek ve kaptan) altın madalya alacaklardır. Benzer şekilde turnuvayı 2. ve 3. sırada bitiren takımlar da gümüş ve bronz madalya alacaklardır
• ii. Kişisel Ödüller- Takım listelerinde aynı masa numarasında yer alan oyuncular kendi aralarında kişisel masa ödülü için yarışacaklardır. Bu ödül için sırasıyla, başarı yüzdesi, oynadığı masa sayısı ve ELO performansı değerlendirilecektir. Masa ödüllerinin geçerli olabilmesi için: birden dörde kadar masa numarasına sahip sporcuların en az 6, beş numaralı oyuncunun ise en az 5 maçta oynamış olması gerekmektedir.

• 6. İTİRAZLAR ve İTİRAZ KURULU
• i. Başhakemin kararlarına karşı yapılacak itirazlar, tur bitiminden en geç 15 dakika içinde ve yazılı olarak yapılmalıdır. İtirazla birlikte 100 € bedel imza karşılığı alınır. Bu bedel İtiraz Kurulu Başkanı tarafından tutulur. İtiraz kabul edilirse derhal iade edilir, edilmezse FIDE'ye gelir kaydedilir.

• 7. PROGRAM

2008 Dünya 16 yaş altı Olimpiyatı, 16 Ağustos (varış) ve 25 Ağustos (ayrılış) 2008 tarihleri arasında Mersin'de yapılacaktır. Başhakem FIDE ve organizatörlere danışarak yarışma takviminde değişiklik yapabilir. Böylesi bir değişiklik zamanında duyurulur.

• 8. EK DÜZENLEMELER
• i. FIDE Satranç Kurallar Madde 10.2 geçerli değildir.
• ii. Yarışma salonunda analiz yapılmasına izin verilmez.
• iii. Oyunları biten oyuncular seyirci sayılırlar ve yarışma salonunda kalamazlar.
• iv. Yarışma sahasına cep telefonu getirmek yasaktır. Oyun sıpasında, oyun sahasında cep telefonu çalan oyuncu, oyunu kaybeder.
• v. Yalnızca oyunların ilk on dakikasında flaş kullanılabilir.
• vi. Oyunu devam etrmekte olan sporcular, sadece hakemle ve rakibiyle Satranç Kurallarının izin verdiği ölçüde konuşabilirler..
• vii. Bu yönergeyi tüm oyuncuların okuduğu ve uymayı kabul ettiği varsayılır.
• viii. Başhakemin özel izni haricinde yalnızca oyuncu ve hakemler oyun salonunda bulunabilirler.
